The Permanent Secretary/Secretary to the Judiciary, Dr Pius Bigirimana, chaired the Administration of Justice Programme Working Group meeting at the Judiciary Headquarters, Court of Appeal Conference Hall.
In attendance was HW Rosemary Bareebe, Registrar High Court who represented the Chief Registrar.
In his communication, the Permanent Secretary noted that the purpose of the meeting was to present and discuss the Programme Annual Performance Report2023/2024, the Programme Implementation Action Plan (PIAP) for National Development Plan (NDP-IV) as well as receive the updated Concept Note on Construction of Court Buildings Project.
He appreciated every institution's contribution in the Programme, adding that there is need for collective responsibility to move the Programme forward.
Dr Bigirimana further noted that during the National Annual Performance Report Review that was held by the Office of the Prime Minister on 10th September,2024, the Administration of Justice Programme at was rated 66% in attaining key result areas of the FY 2023/24, compared to the overall Government performance which was at 33%.
He however highlighted the critical areas that were highlighted to have caused the moderate performance which were but not limited to delays in resolving commercial and land cases, which was a point of concern during the review.
He appealed to the institutions involved in having the same resolved to work hard and dispose of cases to contribute to socio-economic development, in line with NDPIV Strategy.
Additionally, Dr Bigirmana noted that the preparations of the NDP-IV is underway and in advanced stages and urged the various stakeholders to fully align interventions.
In a special way he congratulated the institutions that have aligned with their targets which are; Ministry of Internal Affairs (Community Service), Ministry of Local Government (Local Council Courts), and Directorate of Government Analytical Laboratory as well as Kampala Capital City Authority (KCCA).
During the engagement, Mr Opolot Simon Peter (Head Policy and Planning Department, Judiciary) presented the updated Concept Note on Construction of Court Buildings Project while Mr Caesar Kagoro (Principal Policy Analyst, Judiciary)took them through status of preparation of Programme Implementation Action Plan(PIAP) for NDP-IV.
Mr Herbert Arinaitwe, Assistant Commissioner Compliance Monitoring -Directorate of Commmunity Service, Ministry of Internal Affairs presented the draft NDP-IVPIAP, while Mr Benjamin Kachero (Economist, Judiciary) presented the Programme Annual Performance Report 2023/24 to the members.
Present were; HW Prossy Katushabe (Registrar Human Resource Development and Training),Ms Apophia N Tumwine (Commissioner Human Resource Management, Judiciary), and staff from the Policy and Planning Department Judiciary.
Others in attendance were Development Partners from UN Resident Coordinator Office, UN Women, Austrian Embassy Development Cooperation and International Development Law Organization.
Representatives from the Office of the Director of Public Prosecutions, Law Development Centre, Judicial Service Commission, Ministry of Gender Labour and Social Development, Tax Appeals Tribunal, , and Kampala Capital City Authority, Uganda Prisons Services, and Uganda Police Force attended the meeting.
Also, the National Planning Authority, Office of the Prime Minister, Ministry of Justice and Constitutional Affairs, School of Law Makerere University, Uganda Law Society and Legal Aid Service Providers Network, were represented.
